Successful poker players will say that when you bet, you have to be utterly committed to winning and be prepared to put everything on the line on that one hand. Most successful (= sustained, achieved or exceeded expectations, led to more opportunities) initiatives are so because their authors were single-minded in their intent, approach, actions, and outcome.

Making one big bet does require deliberation and it should imply that you don't please everyone, but you do the right thing. Building on that one success, you have license to create a second right thing... We need to refocus government on doing much, much less, having narrow, focused, and tightly-scoped actions vs. the broad, largely spurious work they do now.
