YOU ARE HEREBY NOTIFIED, pursuant to Rule 23 of the Federal Rules of Civil Procedure and an Order of the Court, that the above-captioned action has been certified as a class action for settlement purposes only and that a Settlement valued at $5 million has been proposed. A hearing will be held before the Honorable Henry Coke Morgan, U.S.D.J., in the Walter E. Hoffman United States Courthouse, 600 Granby Street, Norfolk, Virginia 23510, at 11:00 a.m., on February 5, 2007 to determine whether the proposed Settlement should be approved by the Court as fair, reasonable, and adequate, and to consider the application of Lead Counsel for attorneys' fees and/or reimbursement of expenses.

To participate in the Settlement, you must submit a Proof of Claim and Release form no later than March 20, 2007. To exclude yourself from the Class, you must submit a request for exclusion postmarked no later than January 26, 2007.
If you are a Class Member, in order to share in the distribution of the Net Settlement Fund, you must submit a Proof of Claim and Release form postmarked by March 20, 2007 establishing that you are entitled to recovery in the manner and form explained in the detailed Notice referred to above.
